Political Speech By Pradip Gyawali Newly elected CPN-UML Secretary Pradip Gyawali spoke on the party’s position on federalism, its reservations on the formation of a new High Level Political Committee (HLPC), and its often fractious coalition with the Nepali Congress (NC).the HLPC was formed under a certain context. After a non-party government was formed for the purpose of holding the second CA election, there was a need for the HLPC to ensure that the government, to a certain degree, functioned through the guidance provided by the political parties. But after the elections were held, the second CA began working as a legislative Parliament. A dialogue committee was also formed within the CA, which has been categorically given the responsibility to bring parties within and outside the CA to consensus, and take the constitution-writing process forward. So we did not see the need for a different body to facilitate constitution writing. Our concern is that there can be overlaps in the functions and jurisdiction of the dialogue committee and the HLPC. But despite our reservations, if the HLPC is to be revived, two conditions must be fulfilled. First, it should not intervene in the due process of constitution writing. Second, it should be limited to the three main parties of yesteryears: the UML, NC and UCPN (Maoist).
